Tibetan Monks are making a Mandala to attract attention to their problems!
They are also here to collect money for the Tibetan university in South-India (Gaden Shartse University Sockpa).

A Mandala is a plan of the palace of a Boeddha. The sand they use is very powerfull and positieve because it has been blessed with rituals and because it is used with correct motivation. When the Mandala is ready and all rituals have been carried out well, the Mandala will be destroyed ritually. The sand will be scattered arround in flowing water. With this they symbolize the transient life.
